In 2002, North Harbour Institute aimed to expand its international partnerships by establishing collaborative programs with schools in China. Led by Principal Bede Roughton, the institute sought to build cross-border student exchange, curriculum sharing, and faculty training initiatives — but lacked local connections in China’s education sector, and had no framework for coordinating multi-city stakeholder visits.

Client Challenge

The institute faced 3 key barriers to its China expansion:

  1. Local Network Gaps: No pre-existing relationships with Chinese schools or education sector partners;
  2. Logistical Complexity: Coordinating efficient, high-value visits across 4 distinct Chinese cities (Shanghai, Nanjing, Shenyang, Dalian) without on-the-ground support;
  3. Cultural & System Alignment: Limited understanding of China’s education collaboration protocols (e.g., institutional partnership approval processes).

Our Solution

As the institute’s “lighthouse” for China market navigation, we supported Principal Bede Roughton throughout the expansion initiative:

  1. Stakeholder Connection: Pre-vetted and connected the institute to aligned schools in Shanghai, Nanjing, Shenyang, and Dalian (matching North Harbour’s technical training specializations);
  2. On-Ground Coordination: Accompanied Principal Roughton on the China trip, managing multi-city travel logistics, meeting scheduling, and in-person translation/liaison with Chinese school leaders;
  3. Protocol Guidance: Advised on China’s education partnership frameworks (e.g., dual-diploma program requirements) to align discussions with local institutional norms.

Results Achieved

By the end of the 2-week China visit:

  1. North Harbour Institute create connections with 3 key vocational schools (1 in Shanghai, 1 in Shenyang, 1 in Dalian);
  2. Established a network of 2 education sector partners to support future student exchange logistics;
